This was excellent comment, which I have posted on Hunger Notes (www.worldhunger.org). I hope this is ok! This was a very well balanced commentary which illustrates various important aspects of Bank practice, including vastly insufficient focus on corruption. It was not until Wolfenson, WB head in the 1990s, that the Bank was even allowed to talk about corruption, much less begin to do something about it.
